The letter was mailed from France in November 1917 and page 2 specifically references the piece of fabric from the skin of the Zeppelin L49, which was forced down and captured on October 20, 1917 near Bourbonne Les Bains. The letter and the original 1917 official war department envelope with AEF censor stamps and free frank notations is also present. The piece of fabric is annotated in Sam Robertson's handwriting on the back. The front side of the fabric is blackened.
This is an essay regarding Major Samuel A. Robertson, who created and was president of the San Benito and Rio Grande Valley Railway (a.k.a. the "Spider Web Railroad") in 1914 in the Houston area (Harlingen) Texas before he left for the service in the US Army 16th Engineers (Railroad) in France from August 1917 through May 1919. A New York Times story dated in May 1919 is visible here (Adobe Acrobat format).
The group is of historical interest to not only Zeppelin collectors, but to Texas railroad historians.

World War I Era 17 x 24 Inch Fabric Skin From US Army TC-5 Airship & Photograph Of This Ship Attached to the Reverse of the Fabric.
This is a large piece of complete fabric from this airship with a period photograph retained to the skin with 8 grommets to the material, as shown.
The ship was assigned to the 9th Balloon Company, later the 9th Airship Company (1918-1924). The unit is now the 41st Electronic Combat Squadron! You can read about some of their history and that the TC-5 was in their inventory at their US Air Force website here.
The photograph has a pencil inscription: Scott Field Belleville, Illinois in the upper part of picture.
Usually you see fabric cut into tiny pieces & sold by the piece at $50.00 and up. This is not the case here. We have left it as we got it from an early Balloon Pilot and we will pass it on to the next generation intact!
The condition of the fabric is near excellent overall. The photograph has a few tears per the image furnished, it rolls up tightly of its own accord, as shown.
